The U.S. Department of Labor today announced the Green Jobs Innovation Fund competition to support opportunities for workers to receive job training in green industry sectors and occupations. Through this competition, the department will award approximately $40 million to support five to eight grantees with awards ranging from $5 million to $8 million each. Eligible applicants will include national and statewide organizations with local affiliates that have existing career training programs and will benefit a minimum of six communities per grant.
These funds will enable training providers to develop programs that incorporate green career pathways by forging linkages between Registered Apprenticeship and pre-apprenticeship programs, and/or integrating the delivery of technical and basic skills training through community-based partnerships. The grants are tied to the Labor Department’s vision of increasing the number of individuals completing training programs with industry-recognized credentials and increasing the number of individuals completing training programs for employment in green jobs.

SBA Announces Contracting Program
For Women-Owned Small Businesses
First Contracts Expected to be Awarded through WOSB Program
By Critical Fourth Quarter of Fiscal Year 2011
WASHINGTON – Women-owned small businesses can begin taking steps to participate in a new federal contracting program on Friday, Feb. 4, the U.S. Small Business Administration announced today. The new Women-Owned Small Business (WOSB) Federal Contract Program will be fully implemented over the next several months, with the first contracts expected to be awarded by the fourth quarter of fiscal year 2011.
“Implementing the Women-Owned Small Business contracting rule has been a top priority for the Obama Administration and SBA,” said Administrator Karen Mills. “Women-owned businesses are one of the fastest growing sectors of the economy. As we continue to look to small businesses to grow, create jobs and lead America into the future, women-owned businesses will play a key role. That’s why providing them with all the tools necessary to compete for and win federal contracts is so important. Federal contracts can provide women-owned small businesses with the oxygen they need to take their business to the next level.”
The WOSB Federal Contract Program will provide greater access to federal contracting opportunities for WOSBs and economically-disadvantaged women-owned small businesses (EDWOSBs). The Program allows contracting officers, for the first time, to set aside specific contracts for certified WOSBs and EDWOSBs and will help federal agencies achieve the existing statutory goal of five percent of federal contracting dollars being awarded to WOSBs.
On Feb. 4, SBA will release instructions on how to participate in the program, as well as launch the secure, online data repository for WOSBs to upload required documents, on its website: www.sba.gov/wosb. SBA will also release an application to become an SBA-approved third party certifier for this program on that date. This will be the first version of the application. SBA welcomes comments and suggestions on this first version of the application.
During the ramp up period over the next several months, SBA is encouraging small business owners to review program requirements and ensure their required documents are uploaded to the repository. WOSBs also will need to update their status in the Central Contractor Registration
(CCR) and the Online Representation and Certification Application (ORCA) to indicate to contracting officers that they are eligible to participate. The General Services Administration is currently updating these systems and they are expected to be completed in April, 2011.
Similarly, the WOSB rule in the Federal Acquisition Regulation (FAR), which is the companion to the SBA rule, is now going through final review, and is also expected to be issued by April. With these pieces in place, SBA expects to see the first contracts awarded through the program by the all-important fourth quarter, when the largest percent of federal contracts are awarded.
Every firm that wishes to participate in the WOSB program must meet the eligibility requirements and either self-certify or obtain third party certification. At this time, SBA has not approved any third party certifiers. Regardless of their certification method, WOSBs must also upload required documents proving their eligibility to a secure online data repository developed and maintained by SBA.
To qualify as a WOSB, a firm must be at least fifty-one percent owned and controlled by one or more women, and primarily managed by one or more women. The women must be U.S. citizens and the firm must be considered small according to SBA size standards. To be deemed “economically disadvantaged”, a firm’s owners must meet specific financial requirements set forth in the program regulations.
The WOSB Program identifies eighty-three four-digit North American Industry Classification Systems (NAICS) codes where WOSBs are underrepresented or substantially underrepresented. Contracting officers may set aside contracts in these industries if the contract can be awarded at a fair and reasonable price, the contracting officer has a reasonable expectation that two or more WOSBs or EDWOSBs will submit offers for the contract and the anticipated contract price is not greater than $5 million for manufacturing contracts and $3 million for other contracts.
Each stage of implementation is part of SBA’s mission to make the Program efficient and user-friendly, and to ensure its benefits go only to qualifying WOSBs. SBA is excited to launch this new program to provide WOSBs with increased opportunities to compete for and win federal contracts, ultimately helping WOSBs create and retain more jobs.

Hopeful Good News for Sexual Trauma Cases in the military's Future

WASHINGTON (AP) — A group of U.S. veterans who say they were raped and abused by their comrades want to force the Pentagon to change how it handles such cases.
More than a dozen female and two male current or former service members say servicemen get away with rape and other sexual abuse and victims are too often ordered to continue to serve alongside those they say attacked them.
In a federal class-action lawsuit filed Tuesday that names Defense Secretary Robert Gates and his predecessor, Donald Rumsfeld, they want an objective third party to handle such complaints because individual commanders have too much say in how allegations are handled.
The alleged attackers in the lawsuit include an Army criminal investigator and an Army National Guard commander. The abuse alleged ranges from obscene verbal abuse to gang rape.
In one incident, an Army Reservist says two male colleagues raped her in Iraq and videotaped the attack. She complained to authorities after the men circulated the video to colleagues. Despite being bruised from her shoulders to elbows from being held down, she says charges weren't filed because the commander determined she "did not act like a rape victim" and "did not struggle enough" and authorities said they didn't want to delay the scheduled return of the alleged attackers to the United States.
"The problem of rape in the military is not only service members getting raped, but it's the entire way that the military as a whole is dealing with it," said Panayiota Bertzikis, who is a plaintiff in the lawsuit and claims she was raped in 2006. "From survivors having to be involuntarily discharged from service, the constant verbal abuse, once a survivor does come forward your entire unit is known to turn their back on you. The entire culture needs to be changed."
Although The Associated Press normally does not identify the victims of sexual assault, the plaintiffs in the lawsuit have publicly discussed the cases.
Bertzikis, 29, of Somerville, Mass., now is executive director of the Military Rape Crisis Center. She says she was raped by a Coast Guard shipmate while out on a social hike with him in Burlington, Vt. Bertzikis complained to her commanding officer, but she said authorities did not take substantial steps to investigate the matter. Instead, she said, they forced her to live on the same floor as the man she had accused and tolerated others calling her a "liar" and "whore."
Pentagon spokeswoman Cynthia Smith said she hasn't seen the lawsuit and couldn't comment on any issues in pending litigation.
Smith said the military had already planned to roll out a new hotline victims can call in April. It has another initiative that encourages service members to help those who are assaulted or raped. In 2005, the military created an office charged with preventing sexual assault. Victims can opt to file a "restricted" or confidential report that allows them to get medical attention without an investigation being triggered.
"We are aggressively doing everything we can because one sexual assault is too many," Smith said.
In many of the described cases, like Bertzikis', no charges were filed. In other cases, the alleged attackers faced lesser charges and were allowed to remain in the military, according to the lawsuit.
Kori Cioca, 25, of Wilmington, Ohio, described being hit in the face by a superior in one incident in 2005 and being raped by the same man in a second incident soon after while serving in the Coast Guard in Bay City, Mich.
Even though the man confessed to having sex with her, Cioca said in the lawsuit she was told if she pressed forward with reporting the sex as a rape, she would be court-martialed for lying. She said the man pleaded guilty only to hitting her and his punishment was a minor loss of pay and being forced to stay on the base for 30 days. She said she was discharged from the military for a "history of inappropriate relationships."
"You think of a Coast Guardsman, you think of somebody in the military holding themselves at a certain level," Cioca said. "When somebody walks up to you and shakes your hand and says, 'Thank you for your service,' little do they know they're shaking the hand of a man who rapes and beats women in the military. "
She said she continues to suffer from numbness in her jaw and has nightmares.
"My body hurts every day. My face hurts. I get the most horrible headaches. My body has been trespassed. The honor that I had was stripped from me. I'm no longer proud of myself. People tell me thank you for your service, but my service wasn't what it was supposed to be," Cioca said.
Anuradha Bhagwati, 35, executive director of the Service Women's Action Network, said the Defense Department's own statistics show that fewer than one in five of these cases are even referred for court martial. She said unit commanders are the judge and the jury in these types of cases. Too often, she said, perpetrators are given non-judicial punishments.
"A lawsuit like this is needed because change cannot happen on the inside. DoD has had literally decades, perhaps more, to change the culture within the military. They've proven that they can't, and even the minor changes they've made the last few years are so superficial," Bhagwati said.

Sharing Information on JOBThoughts (Career Assessment and Employment Tool for Veterans)

Subject: JOBThoughts - BestWork Data (Career Assessment and Employment Tool for Veterans) The Office of Veterans Services (OVS) was contacted by various individuals and organizations asking for our recommendation/comments in regard to the employment tool for veterans and spouses, "JOBThoughts". Listed below are my comments: The Wisconsin Veterans Foundation, Inc working with BestWork Data is providing to veterans and spouses a no cost, career planning assessment tool - JOBThoughts. This tool provides a total of 11 reports, six of them are career related reports and five are employment types of reports. The assessment tool can be completed by computer at any location in approximately 30 minutes. After review of JOBThoughts, my program has concluded that it is a beneficial tool my DVOP/LVER staff will distribute to veterans at the local job centers, job fairs, demobilizations, TAP sessions and other outreach locations. OVS staff have multiple career assessment instruments in which they are certified to administer such as Ability Profiler, JSAI, among others, all at no cost. JOBThoughts stands out, it offers a detailed report targeted for each level of the job search, including suggestions that will assist the veteran job seeker with retention once hired. JOBThoughts utilizes an online survey. From the survey JOBThoughts creates 11 individual reports that suggest the most suitable work environment for the job seeker, what the job seeker needs to consider when deciding on a career field, job search planning, interview coaching, stress management, and what the job seeker should look for in an employer that would ensure a long lasting and fulfilling career. JOBThoughts is a tool that can be used with a Veteran who is having a difficult time deciding on a career field or having general difficulty with the direction of their job search. When OVS staff identify a need for the JOBThoughts career assessment with a selected veteran, it is encouraged that the veteran complete the assessment outside of the job center and return with the results to then be reviewed by trained OVS staff; as there is a good amount of time (paper) required for the assessment. JOBThoughts will provide the veteran and the OVS case manager with a solid information base from which ideas and suggestions can be pulled from, this will greatly aid the efforts of OVS staff when assisting veterans in the early stages of the job search. Information from the JOBThoughts reports can also be incorporated in the development of an individual employment plan. Most of the OVS Staff are certified GCDF facilitators who have been trained to administer and interpret many different Level A instruments and it would obviously be up to the individual staff as to which tool they choose to utilize. As with any career assessment tool, staff that choose to use the JOBThoughts career planning assessment should take the time to complete the survey individually in order to better understand what they are interrupting. If staff have not completed the GCDF training offered by the University of Wisconsin or have not yet had the opportunity to receive training at NVTI, they should refer questions on JOBThoughts to their team lead or immediate supervisor. The website (www.jobthoughts.com/helpinghand) does provide background information on the tool as well as mock reports and answers frequently asked questions. Those veterans and veteran service organizations who are interested in completing JOBThoughts should refer to the attached flyer for the appropriate Username and Password. OVS staff encourages other organizations to distribute the attached flyer in order to reach veterans who may have a need for this type of career and employment assessment tool. Training: You will attend two or three weeks of training at the Railroad Education & Development Institute in Atlanta , GA. CSX will pay for travel, lodging and meals as required by collective bargaining agreement.
Track Worker-030702 Job Summary: Work as a member of a crew to install new railroad track, maintain existing track and right-of-way. Replace or repair track switches with specific components. Slide and align tie plates. Drill holes through rails for insertion of bolts and tighten or loosen bolts at joints that hold ends or rails together. Correct deviations in track surface, alignment and gauge
Cut rails to specific lengths etc.
Pay Rate Entry Rate $19.36/hour Full Rate $21.52/hour Promotional/ Advancement Opportunities:
Under Maintenance of Way Collective Bargaining Agreement, Track Workers may be considered for advancement
or promotion to other positions within the Engineering Department if qualified.
Machine Operator $23.25 - $24.81/hour
Welder Helper $21.93/hour
Bridge Tender $21.93/hour
Bridge Mechanic $22.65/hour
Foreman $22.71 - $25.53/hour
Track Inspector $23.98 - $25.14/hour
Qualifications: High School diploma/GED; 18 years of age or older; Valid Driver's License

Cleaning for a Reason - An Awesome Program

If you know any woman currently undergoing chemotherapy, please pass the word to her that there is a cleaning service that provides FREE housecleaning - once per month for 4 months while she is in treatment. All she has to do is sign up and have her doctor fax a note confirming the treatment. Cleaning for a Reason will have a participating maid service in her zip code area arrange for the service. This organization serves the entire USA and currently has 547 partners to help these women.
It's our job to pass the word and let them know that there are people out there that care. Be a blessing to someone and pass this information along.
