TITLE 21 § 1290.15 PERSONS EXEMPT FROM TRAINING COURSE
A. The following individuals may be exempt from all or part of the required training and qualification course established pursuant to the provisions of Section 1290.14 of this title:

5. A person on active military duty, National Guard duty or regular military reserve duty who is a legal resident of this state and who is trained and qualified in the use of handguns;

6. A person honorably discharged from active military duty, National Guard duty or military reserves within twenty (20) years preceding the date of the application for a concealed handgun license pursuant to the provisions of the Oklahoma Self-Defense Act, who is a legal resident of this state, and who has been trained and qualified in the use of handguns;

Provided, however, persons applying for an exemption pursuant to paragraph 3, 4, 5, 6 or 7 of this subsection may be required to successfully complete the classroom portion of the training course. The classroom portion of the training course shall not exceed a fee of Thirty Dollars ($30.00).

B. The Council on Law Enforcement Education and Training (CLEET) shall establish criteria for providing proof of an exemption. Before any person shall be considered exempt from all or part of the required training and qualification pursuant to the provisions of the Oklahoma Self-Defense Act, Section 1290.1 et seq. of this title, the person shall present the required proof of exemption to a registered firearms instructor. Each person determined to be exempt from training or qualification as provided in this subsection shall receive an exemption certificate from the registered firearms instructor. The rules promulgated by CLEET to implement the provisions of this section and Section 1290.14 of this title may require that a fee not to exceed Five Dollars ($5.00) be charged for processing an exemption certificate. The original exemption certificate must be submitted with an application for a handgun license as provided in paragraph 2 of Section 1290.12 of this title. No person who is determined to be exempt from training or qualification may carry a concealed firearm pursuant to the authority of the Oklahoma Self-Defense Act until issued a valid handgun license.

VFW has announced the winners of the 2012 National Publications Contest. Two non-VFW-affiliated journalism professionals—a local news reporter and copy editor, and an editor for a national magazine—served as judges for the competition. This is designed to guarantee impartiality and objectivity in the judging. To reiterate, VFW staffers play no part in judging the entries.

Because all levels of VFW have seen declining membership in recent years, the small, medium and large qualifications were re-evaluated for the 2011 contest. This year’s competition used the same qualifications as 2011. The winning publications in each category are:

On Wednesday the Obama administration took its first major step in a plan to ban all firearms in the United States. The Obama administration intends to force gun control and a complete ban on all weapons for US citizens through the signing of international treaties with foreign nations. By signing international treaties on gun control, the Obama administration can use the US State Department to bypass the normal legislative process in Congress. Once the US Government signs these international treaties, all US citizens will be subject to those gun laws created by foreign governments. These are laws that have been developed and promoted by organizations such as the United Nations and individuals such as George Soros and Michael Bloomberg.. The laws are designed and intended to lead to the complete ban and confiscation of all firearms. The Obama administration is attempting to use tactics and methods of gun control that will inflict major damage to our 2nd Amendment before US citizens even understand what has happened.

Obama can appear before the public and tell them that he does not intend to pursue any legislation (in the United States) that will lead to new gun control laws, while cloaked in secrecy, his Secretary of State, Hillary Clinton is committing the US to international treaties and foreign gun control laws. Does that mean Obama is telling the truth? What it means is that there will be no publicized gun control debates in the media or votes in Congress. We will wake up one morning and find that the United States has signed a treaty that prohibits firearm and ammunition manufacturers from selling to the public. We will wake up another morning and find that the US has signed a treaty that prohibits any transfer of firearm ownership. And then, we will wake up yet another morning and find that the US has signed a treaty that requires US citizens to deliver any firearm they own to the local government collection and destruction center or face imprisonment.

THIS IS NOT A JOKE NOR A FALSE WARNING.

As sure as government health care will be forced on us by the Obama administration through whatever means necessary, so will gun control. Read the Article U.S. reverses stance on treaty to regulate arms trade WASHINGTON (Reuters) - The United States reversed policy on Wednesday and said it would back launching talks on a treaty to regulate arms sales as long as the talks operated by consensus, a stance critics said gave every nation a veto. The decision, announced in a statement released by the U.S. State Department, overturns the position of former President George W. Bush's administration, which had opposed such a treaty on the grounds that national controls were better.

President Obama used his weekly address to highlight his trip this week to Afghanistan and called on Congress to use half the money the nation is no longer spending on war to pay down our debt, and use the other half on infrastructure projects to help create jobs and spur the still-sputtering economy.

“After more than a decade of wear, it is time to focus on nation building here at home,” he said in the address as he took credit bringing the enemy to its knees.  

The president repeated his appreciation for the military’s sacrifices and services and credited himself along with their commitment to turning the tide of war in Afghanistan and for killing Osama bin laden.

Book "Marked for Death"

Wilder’s new book, Marked for Death: Islam’s War Against the West and Me, mentions a fairly recent horribly barbaric incident. Geert Wilders states, on page 51:

“In October 2009, 18-year-old Laila Achichi was burned alive by her parents and an ‘exorcist’ in Antwerp, Belgium, because she was a lesbian.”

There is also a footnote reference to an article on the internet. It is written in Dutch and has a photo of the young woman in better days, as well as 34 comments. Since I do not read that language, the services of Google Translate were used to glean these additional statements from the article itself:

Antwerp ‘imam’ in prison for torture and manslaughter

The death of the Moroccan Laila Achichi (18) in Antwerp is still no accident. A suspect is in jail. He probably caused the severe burns that the girl died.

The 18-year-old Laila Achichi was on 10 October in a house in the Maasstraat in the Antwerp district Dam found with third degree burns. CPR to no avail. It soon became clear that it was not suicide.

Tusnami Harley found in Canada

The owner has been found of a Harley-Davidson that drifted to Canada after being swept out to sea in the 2011 Japanese tsunami.  Details from the motorcycle's licence plate helped to locate Ikuo Yokoyama.  According to CBC News, Mr Yokoyama lost his home and three family members in the tsunami.

The shop that sold the motorcycle to Mr Yokoyama is now hoping to ship the Harley-Davidson back to Japan and restore it.  The motorcycle is among the first items in a wave of debris heading to the west coast of North America. Most of the debris is expected to arrive in 2013.

Rules of Engagement Double Standard

Congress explores options for soldiers burned by rules of engagement A young U.S. Marine officer whose career was jeopardized after he ordered his men to fire upon a tractor in Afghanistan to keep the Taliban from using it has seen his cause taken up by members of Congress who are drafting legislation that would give combat troops accused of violating stringent rules of engagement a military hearing outside the chain of command. First Lt. Joshua Waddell was relieved of his job as company executive officer and given a career-ending poor fitness report by his commanding officer after the Nov. 1 incident. Waddell's unit had taken casualties as a result of bombs planted by a Taliban sympathizer. Waddell's snipers targeted the bomb maker and mortally wounded him. He then ordered the snipers to disable a tractor he believed was being used by insurgents to evacuate the bomb maker. No civilians were wounded in the engagement, according to a military review. But Waddell, 25, was still reprimanded by his company commander, who charged that shooting and damaging the tractor violated strict rules of engagement his battalion was operating under. That finding was partly based on the fact that teenage boys were in the area. Waddell argued that it was impossible to distinguish "teenage boys" from insurgents fighting for the Taliban. And none was hit by the sniper fire. Still, the Bronze Star recipient on his second combat tour in Afghanistan was demoted from his job as company executive officer and given an unsatisfactory fitness report that military experts said effectively ended his chance for career advancement. After Waddell's story was published in The Washington Examiner earlier this year, members of Congress began exploring ways that soldiers and Marines could get a second chance to make their case when charged with violating what some consider counterproductive rules of engagement. Jeff Addicott, a former senior legal adviser to U.S. Army Special Forces and current director of the Center for Terrorism Law at St. Mary's University School of Law, was asked for help in drafting the legislation, touted as the "Waddell Bill." Arizona Republican Rep. Trent Franks, who serves on the House Armed Services Committee, was among those Addicott said wanted to address "confusing and often politically motivated rules of engagement that destroy careers and endanger lives." Franks told The Examiner that the plan is "to craft a type of legislation that will empower those tasked with fighting and winning with the formula to set rules of engagement, so that they are not dictated by politics or political agenda." Addicott provided details of the law some members of Congress would like to see. "The legislation proposes the creation of a military ROE review board in the battlefield," said Addicott, who is representing Waddell. "Once the board is established it will provide soldiers with the peace and knowledge that there is an impartial review outside their chain of command. It will provide a layer of oversight that currently does not exist for soldiers facing this type of administrative action." The administrative oversight board would be established and convened in the theater of combat operations, and the number of boards would be determined by the Department of Defense based on troop strength. The legislation would also create a three-member administrative board drawn from the units operating in the combat zone. "Something needs to be done to protect the troops," Addicott said. He said there is a "double standard" that often protects senior officers but leaves captains and lieutenants open to arbitrary punishment. He cited an incident involving Waddell's battalion commander to support that claim. Several days before Waddell engaged the enemy combatant, the battalion commander authorized helicopter gunships to use both "precision and non-precision weapons" on insurgents hiding in a village in western Afghanistan's Sangin province, according to Addicott. But that would also violate the rules of engagement in place at the time, according to Addicott. The battalion commander was cleared of any wrongdoing. He is still on duty in Afghanistan. The Examiner is withholding his name because he could not be reached for comment. Mark Waddell, Joshua's father who served more than 25 years in the military and retired as a commander of a Navy SEAL team, said he was "astonished at the inconsistencies" in his son's case. "They're protecting leadership for doing something wrong but burning junior officers, like my son, using the same rules," Waddell charged. "It's about all our troops, not just my son. These rules endanger their lives by making our troops second-guess everything they do in the field." Sara A. Carter is The Washington Examiner's national security correspondent
